spending cuts until later next year. president obama says the u.s. cannot afford a politically self-inflicted wound to our economy. >> fortunately congress can prevent it from happening if they act right now. i just had a good and constructive discussion with senate and house leadership about how to prevent this tax hike on the middle class. i'm optimistic we may still be able to reach an agreement that can pass both houses in time. >> the wild card is figuring out what it will take to get a final deal to pass in the house of representatives. they return tomorrow, probably around when we find out if the top two senators reached an agreement. >> gregg: mike emmanuel live in washington. thanks very much. be sure to watch fox news sunday tomorrow. chris wallace talks fiscal cliff with u.s. senators lindsey graham and diane feinstein. check your local listings for the times. >> arthel: with a possible agreement being worked on behind closed doors to avoid going over the fiscal cliff, one casualty could be the defense department. severe financial cuts could hit every branch of the armed

. i agree with senator toomey, right now unfortunately only president obama is the one man that can sign a bill into law and without him agreeing to sign a bill everybody's taxes go up. we are in a position of how do we limit the damage and i think the best way of doing that is continue to talk about what we need to do is grow the economy and that is something president obama hasn't shown any interest in doing. certainly hasn't concentrated on it in his first term. >> sean: and senator toomey, it is a little frustrating as we watch this frankly reckless irresponsible political positioning going on. this really doesn't deal with the problem and this is really important i think for the american people to know as i said in my opening commentary. this will fund the government if he gets the increase in taxes on the so-called wealthy and small business that funds the government for eight and a half days. america has $16 trillion in debt and we are out of money again. why isn't the president -- why are we really discussing the spending issues would seem to mattery lot more? >> the reason

, when wh all is said and done, obama will come out looking nice. but right now, what he doesn't care about is a popularity boost in the polls. what ultimately the president cares about, like all presidents, is the legacy. what happens after all of this is said and done, four years from now -- if he blow this is one, this is part of his legacy. that's what we will remember. so blaming somebody in a couple of weeks is pointless. >> i think that's exactly right. >> he is invested in getting something done here to make hike him look better. >> that's what they want everyone in america to believe, if they get something done, it will be better for the economy. the dirty little secret, that's the worst thing that could happen. if they do something, it's a bad deal that will tank the economy in two, three, four years, no deal is the only shot of getting a more healthy, robust economy. >> this is the attitude that has us mired in the muck -- >> $25 trillion in debt -- >> nobody's leaving -- >> everybody is saying we need cuts. let's be rational for a second and cool the rhetoric. everybo

entitlement reform on spending cuts. >> well, that's right. president obama believed and the democrats believe they have a mandate after the election. now, a mandate, you know, depends what you call a mandate. the election was not really close, but it wasn't also a grand slam for the democrats either. so there's a real difference in who -- what the mandate is here. and democrats don't feel they need to compromise. i think they think if we go over the fiscal cliff, they will have even stronger negotiating power. that remains to be seen because oftentimes when taxes go up and there is something that hits the economy really hard and puts it into a tailspin, it's the president who takes the blame. so i think even the president is wondering who's going to foot the blame for this one. but at this point i think the democrats feel they have the upper hand at this moment. if they hold tight, they will force the republicans to capitulate. i don't see that happening. i think both sides are really going to have to give in before we get a final deal. jon: so we'll have to see, you know, w
